Signing of Articules of the Association COSTA and cleanup of area beaches
February 13, 2007

DEMATAC attended the signing of the articules of the Association "
COSTA" (Comunidades Organizadas del Volcán San
Martín Tuxtla, A. C.) and participated in the cleaning of the beaches in some of the ten communities that constitute this new
association. Some of the  institutions that participated in the event are:

, SENDAS, A. C., IVEA, Universidad Veracruzana, UNAM, RECT, Tú Decides Veracruz, & UAM.

The recently formed enviromental association "COSTA" performed the second
of it's planned community participation cleanup projects in the areas of Sontecomapa and La Barra. Their plans are for
cleanups in different areas every Tuesday. Members of DEMATAC participated in the cleanup.
Salsa Night
"Baila por la Tierra"

DEMATAC and the Comité de Vigilancia Ambiental Participativa de PROFEPA “Brazo Fuerte” hosted a “Night of Salsa” at
the
Lions Club, Catemaco, Veracruz. This had originally been planned as a dance marathon, but lack of participation
forced a change of theme. In any event, the evening was a success and enjoyable for the participants. First place for the best
dancers was won by
Dolores del Rocío Catemaxca Montiel and Mario de Jesús Jiménez Sandoval, winning prizes
consisting of an expense paid weekend at
“Bahía Escondida” and one month of free classes at the dance academy “ARA” in
Catemaco. The second place winners were
Soe del Carmen González Joachín and Rubencio Adal Jiménez, winning
one month of free classes at the dance academy
“ARA”.

We sincerely want to thank the Catemaco Lions Club for the use of their premises and
Cundo Pereyra for supplying the
tables, etcetera; plus all our sponsors. Without them, the event could not have taken place. A special thanks to

Hunting Crocodiles
March 23 & 24, 2007
During approximately two months DEMATAC, due to a report from Oscar
Castelan, one of our active members and a member of  the environmental
committee “Brazo Fuerte”, administrated the  capture and relocation of four
crocodiles located in “La Lagartera”, in the Club ADM ( Minatitlán Sports
Association - principally a golf course). Representatives of the club want the
crocs removed as they believe they are a danger to members and visitors.

Friday, March 23 was set as the date for the capture of these animales that
inhabit the wet areas that are a part of the club.  The biologist Jesús Cota was
in charge of the capture, acompanied by Oscar Castelan.

The first day was spent exploring the club grounds to determine what areas
the crocs frequent during the night.

The following night they were able to capture one crocodile; a female that
measures about one meter in length,  of the species
Crocodylus Moreleti. The
cature of the others was not possible because they are considerably larger and
special traps will be required. A later date will be set for the attempted
capture of the remaining animals.

The captured female will be placed in the
"UMA" management area
“Cañahuatal” located in the municipality of  La Antigua, Veracruz. We hope
that when the others are captured they can be relocated to the same place.
Victoria, Pozolapan and Mimiahua. The date set is May 7th at 10 in the morning, departing from the Malecon in Catemaco,
in front of the Restaurant "La Ceiba";  and with the support of two "tele-secundaria" schools, one from La Victorio and the
other from Pozolapan.

Subsequently, DEMATAC held a meeting with several members to discuss a reunion in May (date undetermined) for the
purpose of presenting a progress report on the three years of activity by DEMATAC, to determine whether or not DEMATAC
will continue with it's work in conservation, and depending on this decision, to elect a new Board of Directors and accept new
members.

various Comités de Vigilancia Ambiental Participativo PROFEPA in order to review their projects, and determine their
necessities and the factors affecting their work relating to conservation.

Reunions were held in the municipal areas of  
Soteapan, Tatahuicapan, Pajapan, Mecayapan, Catemaco and San
Andrés Tuxtla
.
experiences. One pleasant experience was encountering a large
deer on one of the rural road. We learned, too, that  due to the
efforts of the various Committees, illegal tree cutting and
hunting has significantly reduced in the area of Los Tuxtlas. On
the down side, we learned that, on the beaches of Peña Hermosa
several
Green Sea Turtles (Chelonia Mydas) have been found
dead. The Committee members of this community are
management program in opertion and do not understand the
reason for the deaths.

They took us to see a turtle that had been discovered dead on the
beach within a few days. A deep wound can be observed on the  
shell and on part of a rear leg, but no one can be sure of the
cause of the injuries or death.  A supposition  of
Delegado Briceño
and the Sub-director of the Reserva de Biosfera,
Ing. José
Chontal
, is that the wounds became infected, resulting in
death. But . . . what caused the wounds? Delegate Briceño hopes
to send the next dead turtle discovered to investigators at
Universidad Veracruzana for studies and an autopsy.

On another note, extensive tree felling was discovered at
Ocotal
Grande
, a community in the municipal area of  San Pedro
Soteapan
. A surveillance operation is planned to apprehend
those responsible.
In all of the committees that we visited, they spoke of illegal
hunting and trafficking of animals in the area. One thing that
caught our attention was in the community
López Mateos
because, apart from the fact that residents of other communities
such as  
Tebanca and Ojoxapan enter in the territory of Lopéz
Mateos to hunt, they now have problems caused by wild pigs But
above all, they are very pleased with their advances.

Thanks to this experience, we have a better understanding and  
have leaned much regarding the work done by PROFEPA. Their
work is made more difficult by irregularities of the laws, and by a
lack of economic resources and detaining those responsible for
environmental destruction in the Reserva de la Biosefera - Los
Tuxtlas can prove very complicated.

Now, we can attest to the fact that, though the work of PROFEPA
is not easy, they are doing an admirable job in the area.

Beach Cleanup Campaign

Reunion for the Protection of the Blue Crab

In a follow-up to the reunion of June 3, 2006 for the protection the Blue
Crab
, this years meeting was held with different authorities who share
responsibility or are in fields related to the project,  to solicit their help in
the campaign planned this year.

The campaign will begin with two training programs, one for the
Security Corps in the area, and  another for the Fishing Cooperatives
who have permits for Blue Crab capture, and others interested in the
campaign. Also, visits were made to the municipal presidents involved:
campaign.
Reunions for the Protection of the Cangrejo Azul (Blue Crab)
May 21 & 22, 2007
Two reunions were held in the  cabañas of the eco-tourism group “Los Manglares de
Sontecomapan”
. The reunion on May 21st was with the security forces  Seguridad Marítima,
Terrestre, Fluvial y Lacustre, Policía Municipal del San Andrés Tuxtla
,  State Police, with the
Delegado de PROFEPA, Residente de SEMARNAT en Catemaco: Efrain Flores, INECOL, DEMATAC,
Anfitriones y Anfitrionas de Los Tuxtlas, A. C.
and the Dirección de la Reserva de la Biosfera – Los
Tuxtlas.
In this reunion, the security forces agreed to participate in the
operations to take place during the two days prior to full moon, the
actual day of full moon and two days after, from June through
August of this year.
The reunion on May 22nd, included representatives of the three cooperatives that have permits
for the capture of Blue Crabs, the representative of
SAGARPA, the delegate from PROFEPA, the
Reserva de la Biosfera – Los Tuxtlas, DEMATAC, and representatives of the
Universidad
Veracruzana
. The purpose was to reaffirm the participation of the cooperatives to comply with
the requirements of this years campaign, and the emphasise the following points:
1.       The members of the cooperatives that have permits agree
to show said permits to the security forces upon request during
the campaign.
2.        The members who have permits for Blue Crab capture,
agree to a daily limit  of  50 male crabs.
3.        In the transportation of Blue Crabs out of
Sontecomapan,
a permit must be presented, bearing the seal and signature of
the representative of the respective cooperative.
4.        Capture of Blue Crabs is strictly prohibited without
permit.
Release of Confiscated Birds

The eco-tourism group Arroyo de Lisa Punta Roca Partida y su
coordinador Francisco Córdoba Vera, the Primary School  
Miguel Hidalgo en Arroyo de Lisa, and DEMATAC, participated
in the release by the
 Delegado de PROFEPA, Francisco Briseño
Cortés, of 106 birds, including:
clarines de agua, reinitas,
mariposas, gorriones, azulejos, chinitos y degollados
. The
captive birds were the result of operations in various markets
throughout the state of Veracruz where the sellers did not have
permits for the possession or sale of wild birds.

In addition, we released two confiscated boa constrictors in an
area near the lighthouse at
Punta Roca Partida.
PROFEPA, together with police forces from the State of Veracruz, Region IX, the Inspector General of the San Andrés
Tuxtla
Police Department, and DEMATAC, manned check points at four locations: Junction La Barra – La Palma,
Coxcoapan, La Nueva Victoria y Junction Sontecomapan – Coyame, to carry out the plan established during previous
reunions  for the protection of the
Blue Crab and for the apprehension of wildlife traffickers.

I benefited from the trip as I was able to compare the situation that exists in La Reserva de la
Biosefera – Los Tuxtlas
, with that of Uxpanapa. The two areas face the same problems of
deforestation and poaching, but the Comités de Vigilancia in the Uxpanapa region, despite the
fact that they are almost ignored and enjoy no protection or status as a protected natural area,
are actively defending the area and express considerably more interest in doing so than the
residents of the communities and municipalities of
Los Tuxtlas. On the surface, this appears to
be true of their politicians as well.

I accompanied Lic. Francisco Luís Briseño Cortes, Delegado de PROFEPA for the state of
Veracruz and several PROFEPA inspectors on his visit to Comités de Vigilancia in the
municipalities of
Jesús Carranza y Uxpanapa. The natural areas of the region of Uxpanapa,
in the south of the state, are in the process of being declared an ecological reserve as a result of
the existent policies of environmental development and protection.
Uxpanapa includes an extensive area of perennial evergreen woods and forests, represented by
virgen forests, extensive wildlife, and mineral deposits including sulfur.   
During the weeklong tour, we hiked through the forests, enjoying the beautiful scenery,
including rivers and waterfalls, and a few idyllic camping sites. But, we also experienced
unpleasant surprises including
illegal logging and heard many comments of extensive illegal
hunting
. I was impressed by the fact that many of the locals talk much of the jaguar, saying
that they still exist in the area, and that they must be protected. There are also those who
complain, saying the cats kill their livestock, and if no one will pay for these losses, the cats must
be killed.   
Election of New Board of Directors - DEMATAC

At the meeting held this date, a new board of Directors was elected: "About Us".  We discussed three issues that require
immediate attention:

1.       
 Catemaco Water Treatment Plant

2.        Burning of the Catemaco Municipal Garbage Dump

3.        The necessity of investigating the "concessions" being granted for waterfront construction on Lake Catemaco

In addition, there are two areas to which we must devote more attention and effort:

1: Programs of environmental education in local schools, from grade school through high school

2: Wildlife protection, rehabilitation, and placement where necessary

Confiscation and Liberation of Blue Crabs
June 13, 2007
Saturday morning we received a call from Francisco Valentin, president
of on of the cooperatives that have permits for the capture of Blue Crab
and President of the Comité de Vigilancia de Sontecomapan, reporting to
the same day, with the Policía Pública Estatal, the Agrupamiento
Marítimo del Real, Inspector Juan Raúl Luna Garcia de
PROFEPA, and
We began by checking some of the launches that transit the Laguna de
Sontecomapan
, then by way of Rio Huihaltajapan we boated to a place
called
El Bajial, where we went on by foot. We ended up confiscating and
liberating in excess of 200 crabs.
The capture of female Blue Crabs is strictly prohibited, even with a permit. The capture of a few crabs
for personal consumption is permitted, but not for sale without the proper permit.

Aurelio did not have the proper permits, confiscated the birds and filed appropriate
charges.
